WindRose Health Investors, LLC has completed the recapitalization of Verified Clinical Trials, LLC (VCT), a clinical research technology company providing subject registry solutions designed to strengthen patient safety, protocol compliance and clinical trial data integrity. The transaction brings together WindRose, a healthcare-focused private equity firm with approximately $8 billion under management, and VCT, whose technology is used by pharmaceutical sponsors, contract research organizations (CROs) and clinical research sites to identify duplicate enrollment and other potential protocol violations. Financial terms of the recapitalization were not disclosed. As part of the transaction, WindRose will appoint Howard Miller as Chief Executive Officer of VCT, while company co-founders Mitchell Efros, MD, and Kerri Weingard, ANP, will remain actively involved in supporting the business and its long-term growth strategy.
WindRose Investment Targets VCT Platform Expansion
The investment is expected to support VCT’s continued expansion and development of additional data and analytics capabilities as demand grows for technologies that improve oversight throughout clinical research. VCT has spent approximately 16 years developing proprietary data assets and processes focused on protecting clinical trial participants and strengthening the integrity of study data. Its secure global database provides research organizations with a mechanism to verify trial participants and identify potential duplicate enrollment or other protocol-related concerns. Preventing inappropriate simultaneous or overlapping participation in clinical studies can be important for both patient safety and reliability of clinical trial results, particularly when participation could introduce confounding factors or increase safety risks. With WindRose’s financial backing and healthcare investment expertise, VCT plans to expand its platform and strengthen its position among pharmaceutical companies, CROs and clinical research sites. The investment also provides resources for VCT to pursue additional analytics capabilities intended to identify and reduce downstream risks during clinical development.

Alongside the recapitalization, Howard Miller will become Chief Executive Officer of Verified Clinical Trials, bringing leadership experience focused on scaling high-growth businesses and developing organizational capabilities. VCT’s founders, Mitchell Efros and Kerri Weingard, will continue to participate in the business, providing continuity as the company enters its next stage of development.
