PARSIPPANY, N.J., and TEL AVIV, Israel, August 31, 2026
Teva Pharmaceuticals announced a shared commitment with the Trump Administration to pursue an agreement aimed at lowering the cost of select medicines for U.S. patients covered by Medicaid, while strengthening pharmaceutical supply chain security and supporting continued investment in domestic manufacturing and scientific innovation. The company said discussions remain active and that the parties intend to reach a final agreement addressing several U.S. drug-pricing priorities. If finalized, the agreement would establish a framework for more affordable access to select medicines, while allowing Teva to continue investing in pharmaceutical research and manufacturing capabilities in the United States. The company emphasized that the terms currently under negotiation remain confidential, meaning the announcement represents an intent to reach an agreement rather than a finalized deal.
Teva Targets Medicaid Drug Affordability
A central element of the proposed agreement is Teva’s potential participation in the GENEROUS (GENErating cost Reductions fOr U.S. Medicaid) framework. Under the proposed arrangement, Teva would align U.S. Medicaid pricing for select medicines with pricing in leading developed markets. The approach is intended to improve affordability for eligible American patients while creating a broader framework for the company’s participation in U.S. healthcare programs. Teva said the discussions are anchored around the administration’s drug-pricing priorities and could also establish a prospective Most-Favored-Nation (MFN) commitment for applicable future innovative product launches. The MFN provision would apply to certain future medicines and is part of the broader negotiations currently taking place between Teva and the U.S. government. Specific conditions and final commercial terms have not been disclosed, and the company has not indicated that a definitive agreement has yet been executed.
Supply Chain Security and API Reserve
Beyond medicine pricing, the proposed arrangement also includes measures intended to strengthen the U.S. pharmaceutical supply chain. Teva has offered to establish a dedicated reserve of certain active pharmaceutical ingredients (APIs) to support public health needs. API availability is an important component of pharmaceutical manufacturing because these ingredients form the active components of medicines. A dedicated reserve could provide an additional supply-chain resource during periods of disruption or heightened public health demand. Teva is also discussing continued investment in U.S. pharmaceutical manufacturing capabilities, linking the proposed affordability measures with efforts to strengthen domestic production infrastructure. The company said these investments are intended to support manufacturing flexibility and supply continuity while maintaining its long-term commitment to pharmaceutical innovation and medicine availability in the United States.
Proposed Agreement Links Access With U.S. Investment
The discussions reflect Teva’s broader strategy of combining affordable medicine access, supply chain resilience and domestic pharmaceutical investment. Chris Fox, President of Teva USA, said the company views the discussions as an opportunity to expand access and affordability while continuing to invest in medicines needed by patients in the future. However, the commercial and regulatory implications of the proposed arrangement will depend on the final terms reached with the U.S. government. Teva remains in active negotiations, and no final agreement has been announced. If completed, the framework would potentially affect Medicaid pricing for select existing medicines, future innovative product pricing commitments and the company’s contributions toward U.S. pharmaceutical supply security. The company also intends to continue investing in scientific innovation and domestic manufacturing as part of its broader U.S. operations. Teva has operated in the pharmaceutical sector for more than 120 years and maintains a business spanning innovative medicines, generic drugs, biosimilars and pharmacy products.
