Scottsdale, Arizona, August 19, 2026
Allure Beauty Concepts has converted its Scottsdale facility into a fully FDA-registered, cGMP-compliant over-the-counter (OTC) drug manufacturing site, expanding its capabilities for brands operating at the intersection of beauty, wellness, oral care, and healthcare. The upgraded facility is designed to support the development and production of a broad range of OTC drug products, including sunscreens, acne treatments, antiperspirants, dandruff shampoos, topical treatments, and fluoride oral-care products. The expansion gives brands an opportunity to work with a single manufacturing partner for formulation, production, and fill-and-finish activities while meeting applicable drug manufacturing requirements.
Scottsdale Facility Adds FDA-Registered OTC Capacity
The Scottsdale facility’s conversion expands Allure Beauty Concepts’ ability to manufacture products that fall under the FDA’s OTC drug framework. Products that make therapeutic claims or contain recognized active ingredients at specified concentrations can be regulated as OTC drugs rather than cosmetics. These products require manufacturing controls appropriate for drug products, including compliance with applicable drug cGMP requirements under 21 CFR Part 211. Allure said the upgraded Arizona facility can support multiple OTC monograph categories, including SPF and sunscreen products, topical acne treatments, skin protectants, external analgesics, antiperspirants, dandruff and scalp treatments, topical antifungals, first-aid antiseptics, hand sanitizers, and anticaries oral-care products such as fluoride toothpaste and rinses. The facility is intended to help brands navigate the additional manufacturing and quality requirements associated with products positioned in regulated OTC categories.
cGMP Manufacturing Supports Diverse Product Categories
According to Allure Beauty Concepts, OTC manufacturing requires a different operational and quality approach from conventional cosmetics manufacturing. Products must maintain the appropriate active ingredient concentration, demonstrate stability throughout their intended shelf life, and undergo analytical testing and batch documentation consistent with applicable drug manufacturing requirements. The company said its Scottsdale facility has been upgraded to handle these requirements and complement its existing OTC manufacturing capabilities in California. The Arizona site is designed to serve beauty and skincare companies developing SPF or acne products, wellness brands producing antiperspirants and topical treatments, hair-care companies entering medicated dandruff categories, and oral-care brands developing fluoride toothpaste and rinses. The facility supports both turnkey formulation and fill-and-finish manufacturing of existing formulations, providing flexibility for companies at different stages of product development. This expanded capability is intended to reduce the need for brands to coordinate separate manufacturers for formulation, production, and other stages of the supply chain.
Expansion Bridges Beauty and Healthcare
The Scottsdale investment reflects growing convergence between beauty, personal care, wellness, and healthcare products, particularly as brands introduce products with functional or therapeutic claims. Allure Beauty Concepts Executive Chair Ann Berry said the company is seeing increasing demand for innovative OTC products across beauty and personal care, including products that combine skincare and sun protection. CEO Thomas Mooy said the OTC-qualified Scottsdale facility is intended to remove a manufacturing barrier for brands seeking to bring treatment-oriented products from concept through cGMP-compliant production. The company now operates more than 155,000 square feet of manufacturing space across California and Arizona, with capabilities spanning OTC and non-OTC products, certified organic manufacturing, custom formulation, quality assurance, packaging, and scalable production. The expansion strengthens Allure Beauty Concepts’ position as a contract manufacturing partner for brands developing products in regulated consumer-health categories. By adding an FDA-registered OTC manufacturing site in Arizona, the company is positioned to support growing demand for regulated skincare, haircare, wellness, oral-care, and personal-care products while helping customers navigate the quality and manufacturing expectations associated with OTC drug products.
